Customs management in the European Union is undergoing a transformation that will progressively affect companies importing and exporting goods.<\/p>\n

In September 2026, Regulation (EU) 2026\/2108<\/strong><\/a> entered into force, establishing a new Union Customs Code, creating the EU Customs Authority, and laying the groundwork for the future EU Customs Data Hub.<\/p>\n

Although the Regulation entered into force on September 20, 2026, its general application will begin on September 21, 2027, with some measures being implemented progressively over the coming years.<\/p>\n

The reform aims to advance the digitalization of customs procedures, improve risk management, and adapt customs controls to developments in international trade and e-commerce.<\/p>\n

For companies operating in international markets, understanding these changes is important to prepare their customs processes and properly manage the information associated with each transaction.<\/p>\n

What Changes Under the European Union Customs Reform?<\/strong><\/h3>\n

One of the main objectives of the reform is to progressively simplify the management of customs information within the European Union.<\/p>\n

The new model will rely on greater use of data to facilitate controls, coordinate risk management among Member States, and provide more comprehensive information on goods entering EU territory.<\/p>\n

The reform is structured around several measures that will be implemented over the coming years, including the creation of a new EU Customs Data Hub and a European Customs Authority.<\/p>\n

A New EU Customs Data Hub<\/strong><\/h3>\n

The EU Customs Data Hub<\/strong><\/a> will be one of the main components of the new system.<\/p>\n

This platform will enable the progressive centralization of customs information currently managed through different national systems and procedures.<\/p>\n

The change also represents a shift from a model primarily based on customs declarations to one in which the provision and availability of data will play a more significant role.<\/p>\n

For companies, this will mean paying increasing attention to the quality and accuracy of information related to their operations and keeping it up to date.<\/p>\n

Implementation will be gradual. The Data Hub will become mandatory for distance sales and transactions linked to the Import One-Stop Shop (IOSS) starting July 1, 2028. For other operators, voluntary use may begin in March 2031 and will become mandatory on March 1, 2034.<\/p>\n

Greater Responsibility for Importers and Exporters<\/strong><\/h3>\n

The new Code also strengthens companies’ responsibility for information related to the goods they import or export.<\/p>\n

Aspects such as tariff classification, origin, and customs value will remain essential to the proper execution of a transaction. This is accompanied by greater responsibility for the accuracy and availability of data and compliance with the requirements applicable to each type of merchandise.<\/p>\n

This approach makes it even more important to carefully review information before initiating a transaction and maintain proper document traceability throughout the process.<\/p>\n

For companies that regularly operate in international markets, specialized advice can help identify the requirements associated with each transaction and prevent issues in customs management.<\/p>\n

Greater Coordination of Customs Controls<\/strong><\/h3>\n

The reform also provides for the creation of a European Union Customs Authority, which will be headquartered in Lille.<\/p>\n

Among its responsibilities, this body will coordinate risk management among the different Member States and participate in managing the new EU Customs Data Hub.<\/p>\n

National authorities will continue to carry out their control functions, but within a European framework with greater coordination and information-sharing capabilities.<\/p>\n

The objective is to establish a more comprehensive overview of transactions conducted within the European Union and facilitate a more coordinated application of customs controls.<\/p>\n

Trust & Check and Trusted Operators<\/strong><\/h3>\n

Another planned change is the introduction of the Trust & Check status, intended for operators that meet certain transparency and reliability requirements.<\/p>\n

These operators will be able to access certain customs simplifications in exchange for providing authorities with a high level of transparency regarding their operations and systems.<\/p>\n

The new Code also maintains the Authorized Economic Operator (AEO) status, although it establishes more intensive monitoring. Authorities will be required to conduct a comprehensive review of operators’ activities and records at least every three years.<\/p>\n

For companies regularly involved in international trade, having well-defined internal processes and reliable customs information will become increasingly important.<\/p>\n

Logisber holds Authorized Economic Operator (AEO) certification, a status associated with compliance with specific security and reliability requirements within the international supply chain.<\/p>\n

New Rules for Low-Value Shipments<\/strong><\/h3>\n

The growth of e-commerce is also changing European customs management.<\/p>\n

Since July 1, 2026, shipments from non-EU countries valued at up to \u20ac150 have no longer benefited from the previous customs duty exemption.<\/p>\n

A temporary duty of \u20ac3 per item applies to these shipments. This measure will remain in effect until July 2028, when the new system for managing e-commerce imports is expected to become operational.<\/p>\n

The new Code also strengthens responsibility for distance sales. Depending on how the transaction is structured, the supplier or the platform facilitating the sale may be considered the importer and assume the associated customs obligations.<\/p>\n

In addition, a handling fee is planned for certain distance sales. Its implementation is expected in November 2026, although the amount and effective date will depend on the corresponding regulatory developments.<\/p>\n

These changes increase the importance of maintaining accurate information about goods and properly managing the obligations associated with each import.<\/p>\n

\"Reforma<\/p>\n

Customs Management Adapted to the New European Framework<\/strong><\/h2>\n

The European customs reform will continue to develop over the coming years. The general application of the new Code will begin in September 2027, and the implementation of the Data Hub will continue progressively through 2034.<\/p>\n

For importing and exporting companies, keeping track of these changes makes it possible to anticipate new obligations and properly prepare the information needed to manage their international operations.<\/p>\n
